Rabbi Raskin was born around 1957 to his father R' Shalom Dov Ber Raskin who managed a fish store in Crown Heights.

In 1978 he was sent on shlichus to Tomchei Tmimim Washington. Before Passover, he went with his friends to meet with [[~~Rabbi~~ Moshe Feinstein]] to present him with a book of their Torah novellae. Rabbi Raskin presented a scholarly discussion about whether one fulfills their obligation with "stolen matzah." Rabbi Feinstein discussed Torah with them and enjoyed their knowledge and learning approach. After the visit, the Rabbi issued a letter of support for the yeshiva.
