Born to Rav Ben Tzion Robinson and his wife Sarah in the city of Karalovitz. Rav Moshe studied in Tomchei Temimim in Lubavitch under the leadership of the Frierdiker Rebbe.

After the rise of the Communist regime, he managed the underground Yeshivas Tomchei Temimim in Berditchev. Following an informant's report, he was caught during a farbrengen on 24 Teves together with Rav Berel Gurevitch and eight other bochurim who were farbrenging with him. He was interrogated by the Communists and took full responsibility upon himself to prevent the bochurim from being tortured. After several years, he was released and arrived in Samarkand where there was already a large community of Chabad chassidim.
