In the first years of his Nesius, the Rebbe encouraged Chasidim to go to the Shuls on Shabbat and an repeat the teachings of Chasidus. For this purpose, The Vaad L’hafotzas Sichos was established.

At the beginning of 5750, the Rebbe especially encouraged the subject, based on what it says in the midrash on the verse "And Moses gathered the whole congregation of the children of Israel": "The Blessed One said to Moses, 'Make for yourself great congregations and preach before them, so that they may learn from you for future generations to gather congregations, so that they may teach and instruct the children of Israel, so that my great name may be proclaimed among my children.".

Following this campaign, the Rebbe began to proofread sichos, which the Bochurim learned them and said over in the shuls. These sichos formed the basis for the set of [[Likkutei Sichos]].

In 5757, Rabbi Gavriel Avichzer (then a Bochur in 770) established 'Vaad Lehakolhas Kehilos' under the late Rabbi David Raskin, director of the Lubavitch Youth Organization . To encourage and strengthen the Rebbe's instruction of saying Chassidus in Shuls every Shabbos. Under the Vaad, hundreds of leaflets (about 250) were printed every Shabbat under the name "Lehakhil Kehilos" - these leaflets were distributed in all Jewish communites for several years, as well as printing brochures on the virtue and importance of the 'Tahlucha' every holiday and sichos to say over in shuls.
