The Rambam writes "all the laws will return in his days as they were before" - this will be done by the King Messiah, as the kings of the House of David sit and judge Israel. And it is one of the king's responsibilities to establish justice. According to the Radbaz, in addition to restoring the laws through his judgments, he will ordain a court and establish the Sanhedrin that will judge all the laws of the Torah including the four death penalties and the like. However, the Rebbe notes that from the Rambam's commentary on the Mishnah, it appears that the renewal of the Sanhedrin will be before the coming of the Messiah.
