== Tishrei (5710/1950) and Onwards == After 10 Shevat 5710, the Rebbe became the president of Merkos L'Inyonei Chinuch (ML"C), in addition to his role as "Chairman"; in the official documents of 5750 (1990), Rabbi Chodakov was recorded as the Chairman of Merkos. During these years, Merkos focused on managing the Shlichus (emissary) enterprise worldwide; selecting shluchim, providing initial assistance and budgets; thousands of Chabad Houses were opened by Merkos - recognized as Merkos branches; the activities that had previously been managed by Merkos became the responsibility of each shliach in each location. Nevertheless, during these years Merkos concentrated many matters in Chabad: it managed the entire extensive Shlichus enterprise, the International Kinus Hashluchim (Conference of Emissaries), held ownership of the Rebbe's house at 1304 President Street, owned the Rebbe's library in his room and the Lubavitch Library building next to 770, and many other matters that were managed by Rabbi Chodakov within the framework of Merkos. Over the years, Rabbi Yehuda Krinsky joined the institution, overseeing relationships with various donors and assisting Rabbi Chodakov in organizing the International Kinus Hashluchim, and Rabbi Moshe Yehuda Kotlarsky who managed the Shlichus enterprise on behalf of Merkos. In 5749 (1989), according to the Rebbe's directive [source needed], a Merkos representative was appointed to the committee for expanding 770 - the representative was Rabbi Sholom Mendel Simpson.
