Rabbi Efraim Shmuel Mintz (born 5729/1969) is a Chabad chassid residing in Crown Heights who serves as the CEO of the Rohr Jewish Learning Institute (JLI).

Life History[edit | edit source]

Born on the 19th of Iyar 5729/1969 to his father, Rabbi Aizik Gershon Mintz.

In his youth, he studied at the Mesivta of Yeshivas Tomchei Tmimim Ocean Parkway and Tomchei Tmimim Morristown, and traveled on shlichus to Tomchei Tmimim Los Angeles, California.

When he reached marriageable age, he married his wife, Mrs. Shayna, and settled in Crown Heights.

In 5759/1999, he established the Jewish Learning Institute (JLI) under Merkos L'Inyonei Chinuch, offering structured learning programs for adults that serve the Rebbe's shluchim worldwide.

The writing and editing of content was initially done independently by Rabbi Mintz, and as the use of materials expanded, the institute became more established. With the support of the Rohr family, it developed with a broad team producing high-quality Jewish educational materials in various languages, in the most academically rigorous format.

As of 5781/2021, the institute under his leadership serves as the largest Jewish educational network in the world, with over 100,000 registered students in the various courses and programs the organization offers.

Over the years, he has developed more than fifty six-week courses dealing with various topics in Jewish subjects, taught in over 500 branches in 60 countries around the world.
